Actually the suction cup arrow is really the only thing wrong with this cover, but it could be interpreted many different ways. For one thing, they both seem to be having a playful attitude about things, plus Dinah's not in a submissive pose with him aiming the arrow at her rear.
Basically it seems to say, "Oh yeah, we're going to enjoy our honeymoon."
Personally I have no issue with this cover at all.
So she has a suction cup arrow on her ass? So what? Shes also hoiking Ollie over her freaking shoulder! I think the symbolism of his other arrows spilling out of the quiver as he's rough-housed is far more telling.
But yeah, I really don't get the outfit. She seriously got married in that? Surely not! Admittedly, if she were dressed as a doily there'd be nothing for the cup to adhere to.

Looks to me like she's wearing her usual, in white. Ollie should be wearing his usual, in formal black. ("Who does she think she's fooling, wearing white?")
I think this cover is hilarious. Her costume is no more revealing than it always is, just in white, and I think Ollie over her shoulder more than makes up for the arrow-ass. It's pretty obvious who's really wearing the proverbial pants in the relationship, whether or not she ever wears actual pants.
It's playful, she's carrying him--the whole thing is adorable. I wouldn't marry that dog Ollie Queen for anything, but I have no problem with this cover.
